*Overview*
The Manager, Procurement will lead the procurement function and team in support of the entire organization. Responsibilities include procurement strategy, portfolio planning, day-to-day operations. Vendor and internal customer management with a commitment to best practices and timely service delivery. This role ensures all procurement and purchasing activities are carried out with adherence to the supply chain code of ethic and in compliance with the Broader Public Sector (?BPS?) Procurement Directive, all applicable Free Trade Agreements. Responsible for the acquisition and life cycle activities of products and manages services accounts as the legal agent of CLT.
*Responsibilities*
Strategic Leadership
? Provides leadership and expertise to stakeholders on significant spend and complex procurements in support of end-to-end strategic sourcing of specialized goods and commodities within the principles of accountability, transparency, fairness, and value-for-money.
? Leads the development of educational material and delivers learning/training sessions and presentations to management and staff on procurement activities, including the application of/changes to policies, procedures, and guidelines.
? Manages service and performance indicators and ensures consistency in corporate requirements and approval processes for financial, human resources, information technology, operational and business planning functions.
Procurement Operations Management
? Ensure compliance with BPS and other legislation for all acquisition of products and services. Including selection of formal bidding methods to manage the evaluation, awarding and execution of agreements.
? Development of policies, best practises, and processes in support of streamlining, enhancing efficiency; that ensures value for money and reduces risk to the agency.
? Oversees implementation, training, and compliance of these policies and practises throughout the agency.
? Contributes to the development and implementation of the department?s mandate and operating procedures by taking a significant role in the identification of new programs and projects; suggests areas for improvement in internal processes along with possible solutions.
? Manages staff, congruent with internal policies and procedures, professional standards, requirements and other relevant standards, legislation, or regulations.
? Determine purchasing and payment methods appropriate to the commodity while managing risk and ensuring maximum benefit to the agency. Including purchasing cards, online payment management and ERP.
? Implementation, training, and support of such methods to all employees.
? Subject Matter Expert regarding the Procurement modules of the ERP. Responsible for the Requisitioning, Purchase Orders, Contracts, Item Catalogues, Vendor files. Lead in the development of the system, upgrades, testing and ongoing support to all users.
? The designated lead and/or subject matter expert on cross functional administrative and project teams to ensure collaboration, implementation and adherence to best practises and management of organizational risk.
? Represents the Procurement function and the organization, with government, other agencies, vendors, professional associations, and community partners.
Vendor and Account Management
? Oversee the receipt of goods and services, invoicing, and final approval for payment of all procurement related invoices.
? Manage the relationship with the vendors from onboarding, contract development, contract management, and relationship management. Performance analysis, selection, and life cycle arrangements.
? Maintain inventory and related records or systems on major areas of acquisition. Vehicles, telecom, PPE, furniture, and appliances. Analyze commodity performance for continuous improvement on determining acquisition need, method, selection, assignment, and disposal.
