The CEII takes a leadership role within the Branch, assists the Associate Director in developing practical, cost effective strategic and long term plans, develops and implements progams, is accountable to deliver complex, multi-stakeholder projects and is a technical expert in the LFG field. The CE II may also be required to provide backup coverage for the Associate Director, in their absence.The position reports to the Associate Director, Transfer and Landfill Operations. Other key stakeholders include senior Engineering Services Staff, other City branches and departments, including Fleet Management Services, Supply Chain Management, Finance and Legal Services, etc., as well as staff with the Ministry of Environment and Climate Change Strategy, Metro Vancouver and the City of Delta.Specific Duties & Responsibilities Develop and recommend practical, cost effective strategic and long range plans, operating and capital budget development/review/analysis/forecasts/risk management Lead external funding program applications, reporting for grants and other external funding opportunities and design and construction of works by external parties Lead internal and/or external multi-stakeholder groups to facilitate resolution of complex issues and challenges or to reach consensus on negotiations relating to consulting and construction contracts Provide leadership, direction, supervision and guidance to staff (junior engineers, engineering assistants, summer students and clerks), including assigning responsibilities, prioritizing and reviewing work, and coaching and mentoring as well as managing attendance, performance, and discipline and grievance processes Manage contracts for various complex and technical projects at the Landfill and Transfer Station and complex multi-stakeholder projects that require detailed analysis and implement recommendations to optimize landfill gas collection and meet environmental monitoring requirements and deliver projects on time, on scope and within budget Oversee and assess metrics/trends/recommendations brought forward by junior staff for reasonableness and completeness and provide direction/support to implement program improvements Collaborate on cross-departmental projects/initiatives and strengthen relationships with various internal and external stakeholders and represent the City in external working groups as needed Prepare reports, memos and presentations to support the Associate Director and deliver technical tours and presentations to regulators, international delegates, postsecondary students and industry groups on the operation of the Landfill Other duties/responsibilities as assignedQualifications Education and Experience Post-secondary Degree in Applied Science or Engineer (Civil or Environmental preferred).
