Legislative Services Advisor (RFT)Job order - J1224-0270 - Regular Full-TimeTitle Legislative Services Advisor (RFT)Category Legislative ServicesCity Port Moody, British Columbia, CanadaJob Description Legislative Services Advisor (RFT)The City of Port Moody is seeking a regular, full-time Legislative Services Advisor to join our team.The Legislative Services Advisor provides legislative research, analysis, and advice in a variety of local government areas and coordinates cross-organizational process changes required to keep operating practices current with legislative requirements. The position may handle closed, sensitive, and complex FOIPP requests, as well as actual or potential privacy breaches as delegated by the Corporate Officer. The position supports the Corporate Officer in undertaking research on confidential and sensitive matters, (eg: legal and labour relations) through searches of organization records, including records of Closed Council meetings, and in providing policy advice to members of Council and the Executive Leadership Team. This position, when delegated by the Corporate Officer, is expected to provide coverage to their Counterpart and, from time to time, to the Deputy Corporate Officer.This role will provide coverage in absence of the other Legislative Services Advisor, who?s primary role is to: Ensure FOI requests and release of information are in accordance with legislation and prepare appropriate responses. Handle all FOI requests related to closed council deliberations, human resources, labour relations, or any other confidential matters. Maintain confidentiality of all organizational and personal records accessed for research and/or decision making - has highest level of access to all city documents because of responsibilities for records management and FOIPPA requests and in order to conduct thorough searches and research.In this role, the incumbent may: Conduct legislation research, analyze legal opinions for operational impact, and coordinate organizational changes as necessary Write complex policies and bylaws, monitor legislative calendar and propose departmental systems for adhering to calendar Manage legal opinion records and maintain protection of privacy of all sensitive legal opinions. Provide support to Corporate Officer and other departments related to leases, licences, and agreements, both new and renewable. Recommend departmental workflow or organizational changes that best implement procedural changes required. Be responsible for overseeing business related to Advisory Bodies, including the supervision of recruitment, orientation, and the LS Coordinators Be responsible for supervision of city hall reception and legislative services division front-end responsibilities Attend and record meetings of Regular and Closed Council and Committee meetings as assigned, particularly where confidential, sensitive, and/or labour relations matters are addressed. Undertake research of regular and closed council and committee records for city manager and senior staff may oversee the city?s statutory notification processes The Legislative Services Advisor may provide advice and assistance to members of Council: Receive agenda submissions from members of Council Provide procedural advice to members of Council Prepare correspondence and reports Serve as an election officer (eg: Chief Election Officer* / Deputy Chief Election Officer) in the Local government Election as delegated by the Corporate Officer This responsibility may represent 90% of the job responsibilities for the approximately eight-month period of the election every four years or when a by-election is required.
