Air Quality PlannerPosition Status: Auxiliary - 2-2.5 days per week (This is a 1-year job share position)Department: Parks & Environment (Air Quality and Climate Action Services)Employee Group: Teamsters Local 31Location: 4515 Central Boulevard, BurnabySalary Range/ Wage Rate: PG T30 $54.44 - $64.47 hourly Our Parks & Environment, Air Quality and Climate Action Services Department is seeking an Air Quality Planner who will develop and implement policies, strategies, programs, and initiatives to improve air quality and reduce greenhouse emissions in the region. This is a job share position that will require considerable independence of judgement and action in carrying out assignments, and collaboratively discussing complex policy matters with cross-departmental staff and external stakeholders, under the direction of senior staff. The term of the position has the potential for renewal. You are: a university graduate with considerable knowledge of air quality and climate change planning, as well as a quick learner, consensus builder, and strategic thinker. You possess excellent verbal and written communication skills, attention to detail, and a proven ability to organize and prioritize a complex set of projects to produce multiple time-sensitive deliverables in a collaborative team environment. This role:Develops and prepares policy proposals and information documents on regional and local air quality, greenhouse gas reduction, climate change impacts, and energy, related to transportation, residential and commercial buildings, industry, and other sources; writes comprehensive reports; follows-up and processes the results of decisions from technical and political committees in response to policy proposals; reviews regional and municipal plans for compliance with policy objectives and provides input on strategic direction; reviews and comments on policy documents from other governments. Develops strategies, plans, and programs related to air quality and climate action planning to prevent or reduce unacceptable air quality conditions and, in conjunction with other staff, implements related projects; develops project scope, resources, timelines, milestones, deliverables and anticipated outcomes; acts in a liaison capacity between Metro Vancouver and other parties to facilitate effective integration of project schedules; assesses and monitors program and project impact and makes recommendations for changes. Leads outreach and communication initiatives, including development of materials to build awareness and understanding among stakeholders and the public on air quality and climate change issues. Conducts and/or directs consultants engaged in technical research and analyses of policy proposals and programs specifically related to regional and local air quality, emission control, greenhouse gas reduction and climate change impacts, and energy issues; prepares detailed reports and recommendations resulting from such studies. Liaises with various internal and external contacts concerned with air quality and climate action planning, issues and trends; designs and coordinates multi-stakeholder consultations; attends related internal and external meetings and participates in and/or chairs committees, task forces or working groups involving general public or other stakeholders; represents the department to provide technical and professional advice on policy, goals and objectives, and regulations as they relate to air quality and climate action planning and related issues. Prepares requests for proposal, evaluates bids, recommends consultants; monitors contracts and ensures contractor compliance with project specifications. Coordinates, undertakes, or participates in the development, maintenance, operation and analysis of computer models; gathers air quality and emissions information, prepares scenarios for use in airshed modeling and interprets results of same; assesses air quality monitoring data and indicators; develops project
